Apostille Korea said it is handling local apostilles for documents issued abroad, including in the United States. The documents covered include United States driving licences, graduation certificates and academic transcripts. The company added that it is running a discount promotion to ease the burden on students and jobseekers preparing to work or study overseas.

Why the apostille has to come from the issuing country
The apostille comes from the convention abolishing the requirement of legalisation for foreign public documents. Once the foreign authority of the issuing country confirms that a document is genuine, the receiving country accepts it without any further check by its own embassy. The apostille therefore belongs to the country that issued the document, not the country where it will be filed. That is why a driving licence or graduation certificate issued in the United States has to be apostilled in the United States before it can be filed in Korea. As of June 2019 around 120 states were party to the convention, among them Korea, the United States, Canada, the United Kingdom and Japan. For a document issued outside the convention, embassy legalisation through that country mission replaces the apostille.
When study and employment paperwork piles up
Demand for apostilles on locally issued documents peaks when overseas study, job applications and the start of a new academic term overlap. According to Statistics Korea, the increase in employed persons last year came to about 97,000, and the unemployment rate for people aged 15 to 29 stood at 11.5 percent as of April 2019. As more people look to work or study abroad, the number of apostille applications rises with them. Apostille Korea said it is running a discount promotion on overseas local apostilles to ease the burden on students and jobseekers.
