Apostille Korea said the parental travel consent has become an essential document for minors crossing borders. As countries apply stricter rules to protect minors against trafficking and abduction, the requirements for supporting documents have tightened as well. The document must be translated into the language of the destination country or into English, then notarised and authenticated before it can be used internationally.

The papers required depend on who travels along
There is no particular legal restriction on minors travelling abroad, but a growing number of countries ask for confirming documents at the border. Embassies of the Philippines, Vietnam, Guam and others set out rules on minors under tightened immigration law. If the companion shares custody of the minor, legal documents confirming that must be carried. When only the mother travels along, or when the companion is not the legal guardian, such as an aunt, a grandmother or a teacher, proof of authorisation from the legal guardian is needed for the crossing. That proof is the parental travel consent.
Making the document valid abroad
A parental travel consent is the document in which parents agree to a minor under 18 travelling abroad, taking a job or performing other legal acts. It states the travel period and purpose and carries the signature and seal of the consenting parent. The document must be translated into the language of the destination country or into English. The translation then has to pass notarisation and authentication such as an apostille before it is recognised locally. Apostille Korea noted that legal supporting papers including a Family Relationship Certificate are sometimes requested alongside it, and advised checking the required documents before departure. Enquiries have risen as more minors travel abroad without their parents.
