An English resident registration copy verifies household members at the residence, not the family relationship, so it cannot serve as proof of family relations. Therefore a notarized translation of the family relation certificate is required. (Exception: for the Philippines only, if parent and child are listed together, the resident registration copy may be substituted.)

Yes, the grandfather need not appear on the family relation certificate. The certificate is needed to prove that the person who signed the consent is a parent. Since it proves the parent–child relationship, the relationship between the minor and the escort does not need to be proven.

Visit the Korea Integrated Civil-Affairs Center website → click the “Apply for unaccompanied-minor travel consent” banner on the left → select the parent consent (country) → confirm the pop-up on whether to add the notarized-translation request agency for the family relation certificate → choose a delivery method → apply → enter the information needed to draft the consent → submit your ID and complete payment.

When minors leave the country without their parents, the submission of an “unaccompanied consent” is increasingly required under international human-rights law, due to risks such as abduction over parental disputes (divorce litigation), human trafficking, sexual exploitation, and involvement in various crimes. In the past it was requested at random during local immigration screening, but recently — to prevent incidents from “frequent entry denials” — airlines have strengthened checks at “departure declaration.” Therefore, for free passage at airlines and immigration offices worldwide, we strongly recommend carrying it.

Generally, you submit the consent when asked to present it upon entry. The place where checks occur may differ by country and may be done as a spot check. (Hotels or airlines at departure may also request it.)

Admin. scrivener translation verification means a translation administrative scrivener qualified in foreign-language translation verifies the translation; notarization request means notarization by a notary attorney specializing in notarization; apostille means certification from the Ministry of Foreign Affairs so the document can be used abroad. Apostille certification is what embassies recommend, so it is the safest method, but verification by an administrative scrivener has never caused a problem either, so the choice is yours.

One copy of the child travel consent; a copy of the passport of the parent who personally signed the consent; the family relation certificate (in English); and the passports of the minor and the escort.

The surname and given name must always be separated by a space. For example, if the name is Hong Gildong, write HONG GILDONG.
